by the vast size of the country, as well as inadequate human resources for health. The
country faces a mature, generalized HIV epidemic, with an estimated 6% of
Tanzanians currently living with HIV/AIDS. Furthermore, an estimated 8,000
women die in childbirth every year in Tanzania.

Background

The United Republic of Tanzania has the largest land area of any East African
country. More than 70% of the population lives in rural areas, and about half the
population lives below the poverty line. With high infant and maternal mortality,
and high HIV and malaria prevalence, the government is striving to strengthen
quality and access of health services for the population.

1.Human Resource Officer at Jhpiego

Reporting to the Human Resource Director, the Human Resources Officer will support HR strategic priorities and also provide ongoing HR support to the Jhpiego offices for the effective delivery of human resource services and functions. These include developing and designing strategies to deliver HR objectives, providing human resource support in recruitment, performance management, HR administration, and employee relations, ensuring compliance with Tanzanian labour laws and implementing initiatives in accordance with Jhpiego policies.

Responsibilities

  • In collaboration with the HR Director, lead recruitment processes including requisition forms, advertising, screening of applications, interviews, selection and reference checks.
  • Oversee the planning and implementation of the orientation of newly recruited staff.
  • Monitor the administration of staff benefits
  • Ensure maintenance of up-to-date employee records in both electronic and hard copy files and ensure the files are complete and all required documentation is maintained in a confidential and secure manner.
  • Monitor the performance management processes.
  • Maintain the administration of HR Policies, addressing staff grievances and in handling disciplinary issues
  • Support the staff welfare initiatives and all staff events e.g. staff retreats and meetings.
  • Maintain follow-up with staff and managers with submission of various documents required due to HR periodical processes Updated CV, Biodata forms etc.

2.Senior Grants Officer

The Senior Grants Officer oversees the implementation of a grant-making strategy and the designation of sub-grants to organizations providing services and support to USAID AFYA YANGU program. The Senior Grants Officer will manage the financial administration of sub-grants, including approval of financial records and invoices. Ensures monitoring, compliance, and reporting of sub-grants. Oversees the financial capacity building of all sub-grantees and provides practical operational guidance to build the management capacity of the local organizations to meet contractual requirements and minimum reporting standards. Ensures timely and cost-effective project implementation, reporting activity results, and meeting project deliverables.

Responsibilities

  • Advise and contribute to the design, development, and implementation of sub-grants management
  • Oversee the process of selecting sub-grantees for Award, and this will include establishing the selection criteria for sub-grantees and conducting pre-award assessments to determine the responsibility of prospective sub-grantees, and providing feedback to all applicants
  • Make determinations of risk profiles of prospective sub-grantees and recommend appropriate approaches to mitigate the risks identified, including the development of special award conditions.
  • In addition to pre-award assessments, the Grants Manager will also be responsible for the following pre-award tasks:
  • Ensure sub-grantee meets selection criteria
  • Budget analysis and negotiations
  • Complete submission of award documents for review and approval by Director of Grants, Contracts and
  • Strategic Partnerships, Finance and Administration (F&A) Director, Chief of Party and/or Country Director, or as specified in the Delegation of Authority (DOA) matrix.
  • Advise and contribute to monitoring and evaluation of activities in the context of grants management policies, procedures, and practices

3.Grants Officer 

The Grants Officer will support in oversight and management of the sub grants under Jhpiego/Tanzania’s USAID Afya Yangu program. S/he advises and assists in the design, development, and oversight of the sub-grants management policies, procedures and practices. Provides guidance and interpretation of grants policy for program staff as well as grantees. Assist the Senior Grants Officer to analyze and evaluates grant applications, and awards to ensure adherence to grants management policies and donor requirements and work closely with the technical team to analyze work plans, budget estimates, and Milestones for reasonableness and consistency. He/she will be required to travel to the field to conduct compliance visits from time to time.

Responsibilities

  • Work with the Senior Grants Officer and Grants Director, Cluster Managers and other technical staff to oversee the process of selecting grantees for the award.
  • This will include conducting pre-award assessments to determine the responsibility of prospective grantees and providing feedback to the applicants as per guidance from the project’s leadership.
  • Coordinate and participate in developing the scope of work and budgets for prospective grantees.
  • In coordination with other grants officers/finance officers and technical teams, maintain and update the sub-award tracking system on monthly basis, including invoices and technical reports, in accordance with subgrants’ documents.
  • In coordination with the finance office and technical team, conduct timely review and verification of deliverables submitted by sub-grantees on regular basis, including budget analysis and review.
  • Make determinations of risk profiles of prospective grantees and recommend appropriate approaches to mitigate the risks identified

4.Human Resource Assistant

Reporting to the Human Resource Director, the Human Resources Assistant will provide HR support to the Jhpiego offices for the effective delivery of human resource services and functions.
