Key Responsibilities:

World Vision Major Responsibilities

Activity: Budget Management and Monitoring (20%)

  • Monthly analysis and monitoring of project budgets to ensure proper charging of project expenses and adherence to approved project budgets.
  • Lead in budgetary control to ensure that activities are implemented within the approved budget.
  • Lead the preparation and revision of budgets and implement budgetary management strategies.
  • Perform monthly financial analysis and share it with project management for decision-making.

End Results

  • All project expenses are allowable, reasonable, and allocable.
  • No disallowed costs.
  • No overspending or underspending.
  • Timely and accurate decision-making by project management based on financial reports.

Activity: Partner Management (20%)

  • Conduct periodic project/partner visits for financial review and capacity building in finance management.
  • Review partners’ documentation, reports, and post them into the system on time to ensure no disallowed costs.
  • Build partners’ capacity in financial and fixed asset management to ensure grants compliance.

End Results

  • Partners’ capacity is built, and they implement and comply with grants compliance, leading to a consistent, effective, and efficient financial management system.

Activity: Financial Management (20%)

  • Examine financial data for accuracy and compliance with policies and procedures and ensure financial integrity while building financial and resource management capacity.
  • Provide technical assistance and awareness to project staff on all financial-related issues.
  • Maintain the project assets and have an updated asset register as per donor and WV regulations.

End Results

  • Compliance with donor and WV guidelines.

Activity: Establish Internal Controls Using Policy and Guidelines (10%)

End Results

  • Zero tolerance for fraud is adhered to.

Activity: Ensure That Project Procurements Are Done on a Timely Basis and as Per WV Policies (10%)

End Results

  • Procurement is done on a timely basis as per the procurement plan.

Activity: Ensure That All Project Staff Submit Timesheets and Labour Distribution Reports as Per the Donor and WV Guidelines (5%)

End Results

  • Salary reconciliations are done on a monthly basis.

Activity: Provide Timely Responses on Project Financial-Related Matters (5%)

End Results

  • Financial issues are resolved on time.

Activity: Facilitate Annual Project Audits & Monitor Implementation of Audit Recommendations (5%)

End Results

  • Successful audits and no disallowed costs.

Activity: Provide Supervision to the Grant Finance and the Drivers (5%)

End Results World Vision

  • Finance and logistics are well managed within the project.

Knowledge/Qualifications for the Role

Required Professional Experience

  • Minimum of five years of progressive working experience in a donor-funded environment with adequate exposure to project accounting, financial management, including budgeting, grants, contracts, and partner management.
  • A minimum of three years of experience from an international NGO experience is preferred.
  • Demonstrated experience and skills with budget preparation and analysis, financial reporting preparation and presentation, and the proven ability to translate technical, financial data into informative reports.
  • Advanced computer skills in MS Office programs, particularly Excel.
  • Prior staff supervisory experience and strong organizational skills are desired.
  • Excellent oral and written English skills.

Required Education, Training, License, Registration, and Certification

  • Bachelor’s degree in Accounting/ Finance/Equivalent.
  • Professional qualification in accountancy such as ACCA or CPA.

Preferred Knowledge and Qualifications

  • Demonstrated ability in supervision.
  • Experience in managing donor funds.
  • Working knowledge of international donor-funded projects/Other grants operations, finance services, and practices.
  • Good planning and organizational skills.
  • Tact and diplomacy in dealing with staff-related to work environment needs.
  • Ability to maintain effective working relationships with all levels of staff and the public.
  • Experience working with an international organization will be an added advantage.
  • Excellent computer skills in Excel & Sun-systems accounting software.

Travel and/or Work Environment Requirement

  • Travel to the field to support the project team and Partners as required.

Physical Requirements

  • To be located in Dar es Salaam or Dodoma.

Language Requirements

  • Fluent in both English and Swahili.
