Job Description

Purpose of Consultancy:

The Administrative Associate is responsible for delivering high-quality services in HR, administration, and procurement to both internal and external clients. This role involves mastering all relevant rules, guidelines, processes, and procedures. The individual takes a client-oriented, results-focused approach, interpreting rules, procedures, and guidelines while providing support and guidance to the CO and UNFPA-supported projects. Additionally, the Administrative Associate oversees clerical and support staff.

Scope of Work: (Description of services, activities, or outputs)

  • Adapt processes and procedures, anticipate and manage operational requirements for program/project inputs under national execution.
  • Prepare and monitor the administrative budget, ensuring financial transactions adhere to UNFPA financial rules and procedures.
  • Manage recruitment and selection processes, apply best HR practices, and coordinate the performance appraisal process.
  • Implement corporate systems and applications for finance, human resource management, and country office operations.
  • Review procurement requests, initiate procurement procedures for office and project necessities transparently and cost-effectively.
  • Participate in inter-agency activities, act as a focal person at the HR working group, and contribute to relevant inputs for the Tanzania BOS and CBO.
  • Address complex queries, supporting the resolution of daily issues, and maintain contacts to support partnerships and activities with relevant entities.
  • Supervise and guide a team of staff, acting as a point of referral and supporting them in meeting individual and team objectives in compliance with regulations.

Duration and Working Schedule: 1 April 2024 to 27 Sept 2024

Place Where Services Are to Be Delivered: Dar Es Salaam

Monitoring and Progress Control: At the end of the contract, the consultant will undergo assessment.

Supervisory Arrangements: The consultant will be under the direct supervision of the International Operations Manager.

Expected Travel: When the need arises, it will be scheduled accordingly.

Required Expertise, Qualifications, and Competencies, Including Language Requirements:

Education: Completed Secondary Level Education required. First-level university degree desirable.

Knowledge and Experience:

  • Seven years of relevant experience in administration, finance, or office management.
  • Proficiency in current office software applications and corporate IT systems.
  • Good knowledge of Quantum, especially Asset management, and recruitment (including UNall).
  • Good knowledge of Power Bi report (HR).
  • Relevant experience in data analytics and reporting is required.
  • Strong communication and relationship management skills.
  • Relevant experience in the development and delivery of learning, capacity building, and knowledge transfer.
  • Results and client-oriented approach to work.
  • Ability to operate autonomously with limited supervision.
