Senior Procurement and Logistics Assistant Opportunities at IOM 2024 jobs vacancies in Tanzania to all qualified applicants. The incumbent will be responsible for organizing procurement activities such as obtaining quotations, tendering, purchasing and delivering office supplies, materials, and equipment, providing project logistics and administrative support, and preparing payment requests, reporting, and encoding.

Responsibilities and Accountabilities

  • Receive all procurement and supply requisitions from all offices and project managers; ensure that all are approved prior to purchase, utilizing the IOM authorization matrix as applicable to the mission.
  • Process purchase requisitions (PR), requests for quotes (RFQ) with vendors, generate bid analysis summaries (BAS), and finally prepare purchase orders (POs) utilizing the PRISM system’s Material Management (MM) module. Ensure that POs are provided to suppliers and vendors and signed.
  • Ensure that all purchases are made in accordance with IOM procurement guidelines, and put in place adequate fraud-prevention and transparency measures.
  • Provide a monthly checklist of open commitments and follow up with necessary colleagues to guarantee the timely closure of all PRs and POs in the PRISM system.
  • Manage cost-effective procurement services through contracts and long-term agreements (LTA) to support IOM Tanzania operations.
  • Ensure that assets (IOM and beneficiary) are created in PRISM using MM before to procurement, acquired and transferred, and deactivated once the project is completed.
  • Inform project managers and supervisors about the offers received and the best goods/services to be bought.
  • Follow up with suppliers to guarantee timely delivery of required supplies and materials, and keep the relevant project staff updated on the status of delivery.
  • Coordinate with the receiving unit on the goods/services to be received, and get satisfactory delivery notes and invoices from them.
  • Maintain an effective file system for all documents, reports, and procurement records, as well as tenders and bids, and ensure that it is updated on a regular basis.
  • Compile a comprehensive database of trusted vendors, service providers, and contractors for usage in Tanzania, conduct bi-annual vendor performance evaluations, discover specialized supplier opportunities, and execute vendor accreditation processes as needed.
  • Coordinate with the Finance Department to ensure that the project code, account code, and budget line item are defined before final procurement and delivery of the equipment/materials.
  • Maintain an office supply registry and conduct periodic stock take to guarantee that stationery and cleaning supplies are replenished on schedule.
  • Prepare Service Agreements as needed, and ensure that the LEG Department in Geneva has examined and approved the agreements/contracts before to signing.
  • Liaise with suppliers and manufacturers to repair and warranty broken equipment.
  • Oversee the administration of the Country Office’s fleet at the duty station.
  • Provide technical support and direction to the procurement and logistics teams.
  • Carry out any additional duties that may be assigned.

Required Qualifications and Experience

EDUCATION

  • A university degree in Purchasing and Supplies/Logistics, Business Administration, or a comparable discipline from an approved academic institution with four years of relevant professional experience;
  • High school diploma with training in purchasing and supplies/logistics, business administration, or a comparable profession, plus six years of relevant experience.

EXPERIENCE

  • At least 5 years of professional experience in procurement and logistics, preferably with a non-governmental organization or UN agency.
  • A detailed awareness of the IOM’s procurement and logistics policies, norms, and regulations is advantageous.
  • Experience with VAT exemption procedures and knowledge of government regulations for duty exemptions.
  • In difficult circumstances, meets established goals.
  • Demonstrates the capacity to accomplish given responsibilities with integrity.
  • Collaborates successfully with local authorities, stakeholders, beneficiaries, and the larger community to achieve national or regional goals.

SKILLS

  • Excellent communication and negotiating skills.
  • Capability to pay strict attention to detail, take initiative, and operate with minimal supervision.
  • A working knowledge of Word, Excel, and other software is required. Prior familiarity with SAP is advantageous.

Languages: For all applicants, fluency in English and Kiswahili is required (oral and written).

DESIRABLE: Working knowledge of French and/or Spanish is an advantage.
