The SAFE Programme is seeking to recruit an Advisor to support the development and implementation of the Programme activities with regard to Legal and Institutional Frameworks

  • Duty station: Dar es Salaam, with regular travel to Dodoma. The position may move to Dodoma within the first year of the assignment.

Fixed term contract 01.01.2023 to 31.08.2025

The Advisor is expected to carry out the following tasks and services:

  • Managing the area of legal and institutional causes that may impede access to justice for women and children in cases of violence (“the area of technical expertise”) under the programme objectives, team agreements and agreements with the superior
  • Assisting programme initiatives to provide professional advisory services to the political partner (Tanzania Ministry of Constitutional and Legal Affairs (MoCLA), the commissioning party and related bodies, and to cooperate with a broad range of target groups in and outside of the Tanzanian government
  • Participation and representation of the Programme in national forums in the area of Access to Justice/ Legal Frameworks with regard to Violence against Women and Children
  • Innovation and knowledge management
  • Supporting programme management on selected cross-cutting topics as assigned by the programme manager
  • Assists and monitors the development and implementation of project/Programme plans and activities in close consultation with counterparts
  • Advises the partner at national level for strategic and operational documents and research products (e.g. policies, strategies, plans, guidelines, SOPs) in the area of technical expertise
  • Works on design, preparation and implementation of workshops, seminars and other events on issues connected with the program’s areas of activity
  • Develops and organizes quality assurance measures and suggests necessary changes, improvements and initiatives
  • Supports cooperation, regular contact and dialogue with partners at the national and regional level
  • Oversees communications work and cooperates with relevant organisations, non-governmental agencies and individuals in the programme environment and with other projects to improve and maintain good working relationships in the area of technical expertise
  • Communicates specific ideas and interests of different partners, encourages sharing of ideas and information for the benefit of the programme
  • Ensures knowledge transfer to programme information
  • Develops ready-to-use strategies and technical concepts, including guidelines, manuals and procedures
  • Draws up reports and presentation documents
  • Prepares appropriate input for various programme reports including annual reports, and contributes to the other reports required by the programme manager and GIZ Head Office
  • Assists with research activities and studies on issues which benefit joint Programmes
  • Develops, implements and monitors the implementation of operational and financial plans in the area of technical expertise, and integrates them into programme-wide plans
  • Coordinates programme activities with programme management and advisors in other areas of expertise, and in cooperation with the partners
  • Supports the implementation of work packages in the area of expertise through preparing procurements of services and goods as well as grant-making
  • monitors progress, quality assurance and supports contractors and grant recipients in the implementation of their plans and activities

Required Qualifications, Competences and Experiences

  • Master’s degree in law; special focus on Criminal Law, Human Rights, especially women’s and children’s rights and access to justice
  • At least 8 years of experience in human rights work/ access to justice work with a focus on sexual and gender-based violence/ violence against women and children
  • At least 5 years professional experience in a comparable position
  • Proven experience in advising partner institutions in related thematic areas, especially Women’s and children’s rights and legal aid
  • Proven experience in network management and stakeholder dialogues
  • Proven experience in designing, organizing, and facilitating trainings, workshops, and conferences
  • Good understanding of the interaction between the formal legal system and framework and customary law and practices in Tanzania
  • Established network within the human rights/ women’s and children’s rights and legal aid sector in Tanzania
  • High level of professional and personal integrity
  • Proven ability for team-work, co-creation and skill-transfer
  • Very good working knowledge of ICT (related software, phone, email, the internet) and computer applications (e.g. MS Office, Excel)
  • Fluent written and oral knowledge of Kiswahili and English. Knowledge of German is an added advantage but not a requirement
