New Job Opportunities at USDA Rural Development, Loan Assistant , This position is located in a State Office in USDA Rural Development (RD). The incumbent has responsibility for making and servicing loans/grants for selected loans and grants for rural facilities, utilities, and/or businesses.

Duties

  • Reviewing application processing and loan and grant servicing reviews for Single Family Housing (SFH) and/or Community Program (CP), Business (BP), loans and grants.
  • Services reviews for housing and/or Community Programs, Business Programs, loans and grants.
  • Under guidance/supervision, meets with other lenders and potential borrowers to explain RD programs and requirements.
  • Perform analytical and evaluated work related to insure and/or guaranteed loan making and servicing.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below.

For the GS- 07 level: Applicants must possess one (1) year of specialized experience equivalent to at least the GS-5 grade level or pay band in Federal Service or equivalent experience in the private or public sector that demonstrates basic knowledge of loan examining and/or servicing principles, procedures and techniques as they apply to investigation, analysis, and evaluation of financial factors and credit risks in relation to the granting and servicing of mortgage loans. Experience may have been gained in work equivalent to furnishing general information concerning loan programs, loan eligibility requirements, or financial and credit requirements; reviewing loan applications for eligibility and financial soundness; and analyzing information provided by loan applicants and making recommendations to a higher-level loan specialist about loan eligibility. OR Completion of one full year of graduate level education OR Bachelor’s degree with Superior Academic Achievement (SAA). Equivalent combination of education and experience are qualifying for this grade level.

Undergraduate and Graduate Education: Major study — finance, business administration, economics, accounting, insurance, engineering, mathematics, banking and credit, law, real estate operations, statistics, or other fields related to the position, such as agriculture, agricultural economics, farm, livestock or ranch management, or rural sociology.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Qualifying Based on Education for GS-07:

1 full academic year of graduate level education leading to a graduate’s degree or equivalent graduate degree.

Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled. Superior Academic Achievement is based on:
(1) Class Standing – You must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR
(2) Grade-Point Average (G.P.A.) – You must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 (“B” or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 (“B+” or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.; OR
(3) Honor Society Membership – You may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (https://www.achsnatl.org/). How You Will Be Evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

Applications will be evaluated in accordance with Office of Personnel Management’s (OPM) Delegated Examining Procedures and USDA policy using category rating. Applicants who meet basic minimum qualifications will be placed in one of two or three categories: Best Qualified, Well Qualified, or Qualified. Within these categories, applicants eligible for veteran’s preference will receive selection priority over non-veterans. Category placement will be determined based on applicants’ quality of experience and the extent they possess the following knowledge, skills, and abilities (KSA) or competencies:

  • Communications
  • Credit Risk and Lending Principles
  • Research and Analyze

Your application, including the online Assessment Questionnaire, will be reviewed to determine if you meet (a) minimum qualification requirements and (b) the resume supports the answers provided to the job-specific questions. Those determined to be in the best qualified category will be referred to the selecting official for consideration.

You will be evaluated in accordance with the category rating procedure as defined in the USDA Demonstration Project Plan. Applicants who meet the basic minimum qualification requirements established for the position will be placed in the Eligible category. Eligible applicants will be further evaluated against criteria for placement in the Quality category. This evaluation is based on the level of your experience, education, and/or training as determined by your responses to the Assessment Questionnaire. Applicants with veterans’ preference are listed ahead of applicants who do not have veterans’ preference within each category.
