1.Data Quality Management Officer
The Data Quality Management Officer is responsible for conducting programmatic data analysis on a routine basis to identify gaps, strengths, and trends from implementation of Data Quality Review/Assessment for HIV prevention, testing, care and treatment services. S/he provides technical assistance to I-TECH program staff, to analyze program data to be used for real-time decision making. The Data Management Officer will support Data Manager to develop visual tools, reports, and graphics to summarize analyses into format that is easily understandable to the program team and other stakeholders.
Required Qualifications
Bachelor’s degree or higher in data management, monitoring & evaluation, statistics, health informatics or related field; preference given to those who have experience with large-scale health projects with community- and facility-level Minimum 5 years’ work experience in monitoring and evaluation of large-scale health or development projects, including: Experience with health services and integration of data from diverse sources preferred. Experience developing data quality assurance procedures and tracking progress Experience with monitoring or analyzing routine program data from national, regional, and or facility-level databases for data quality assurance and evaluations excellent quantitative, problem-solving,
Analytical skills Experience conducting analyses in Stata and/or Excel Strong knowledge in PEPFAR reporting system (DATIM) and MER indicators. Strong knowledge in Tanzania HIV data management systems especially CTC-2, CTC-3 and DHIS-2. Ability to translate data into visual outputs (graphs, charts, diagrams, tables, etc.) Demonstrated clear and concise writing and communications skills. Experience with report and publication layouts, newsletters, report writing, editing, or article publication desired Fluency in English and Swahili Preferred Qualifications Experience using REDCap or Open Data Kit or other electronic data collection software Experience in PEPFAR or other US government-funded programs is an added advantage. Preferred: master’s level degree or higher.

2.HIV Technical Advisor -Data Quality Assessment (DA) (2) Position
HIV Technical Advisor -Data Quality Assessment (DA) is responsible for insuring data quality control, assessment and audit at health facilities in Shinyanga, Pwani, Kigoma and Tanga. He/she will be accountable for a range of monitoring and evaluation process from validating data, monitoring and periodic DOA reporting. He/She is also responsible for implementation progress, timeliness of activities, overall quality, accuracy, and reporting of regional implemented activities. He/She is responsible ensuring consistent, high quality HIV OI routine data assessment, analysis, and presentation needed to improve growth of the AFYA Hatua Program.
Required Qualifications
Bachelor’s Degree or higher in strategic information, Monitoring and Evaluation, Clinical Medicine, public health, Nursing, or other related fields, at least 5 years of experience in monitoring and evaluation, preferably in the field of health systems data management Knowledge of COI, DSDMs, ART, PMTCT, TB/HIV and other HIV treatment approaches in Tanzania or other East and/or Sub-Saharan African countries is an added advantage. Experience working with Quality improvement projects. Knowledge of monitoring and assessment techniques and procedures Ability to translate data into visual outputs (graphs, charts, diagrams, tables, etc.) Demonstrated clear and concise writing and communications skills. Fluency in English and Swahili Strong interpersonal skills to work collaboratively in a diverse environment. Ability to travel.
3. Data Manager and Analyst (1)
The Data Manager and Analyst is responsible for conducting programmatic data analysis on a routine basis to identify gaps, strengths, and trends from implementation of Data Ouality Assurance and evaluation of the Afva Hatua program. S/he provides technical assistance to I-TECH program staff, R/CHMTs and Healthcare Workers (HCWs) to analyze program data and use data for real-time decision making. The Data Analyst develops visual tools, reports, and graphics to summarize analyses into format that is easily understandable to the program team and other stakeholders.
Required Qualifications

4. Data Quality Assessment Monitoring and Evaluation Specialist (1)
The incumbent provides overall technical guidance and support to DA of indicators reported under Afya Hatua program activities leading to achievement of the 95-95-95 goals for HIV epidemic control in Tanzania. S/he will develop, implement, and monitor Data Quality Assurance and Program Evaluation activities in Tanga Shinyanga, Pwani and Kigoma Regions. S/he is fully responsible for technical leading the development/adaptation and implementation of SOPs and other tools related to Afya Hatua evaluation and DA.
The DA Monitoring and Evaluation Specialist will work in close collaboration with the Country Representative, Seattle based Evaluation Leader, Senior Program and Grant Manager, HIV Technical Officer -DA Officer and Data Manager and Analyst to develop responsive methodologies to assess and verify priority indicators reported at facilities to determine if it is of the type, quantity, and quality needed and ensure verification of reported data to provide clear indication of strengths and/or gaps in the system and to assist in planning to improve data quality.
Requirements
Masters in strategic information (SI), Monitoring and evaluation (M&E), biostatistics or related courses. Health qualifications (MD, Nursing, Public Health equivalent) At least 5 years’ experience directly implementing HIV care, treatment, and prevention services in Tanzania. A minimum of five years of experience in M&E, preferably in PEPFAR-funded activities, research and data collection techniques, required.
