Jobs Opportunities Project Accountant at EU-EAC CORE Programme vacancy. The East African Community is a regional intergovernmental organization that includes Burundi, the Democratic Republic of the Congo, Kenya, the Federal Republic of Somalia, Rwanda, South Sudan, Uganda, and the United Republic of Tanzania. Its headquarters are in Arusha, Tanzania.

The objective of the EAC is to broaden and deepen economic, political, social, and cultural integration in order to improve East Africans’ quality of life through increased competitiveness, value-added production, trade, and investment.

The EAC-EU Core Programme, funded by the 11th European Development Fund (EDF), aims to strengthen regional economic integration by implementing the Customs Union and Common Market Protocols.

One of its specific purposes is to achieve enhanced execution of agreed-upon EAC obligations on liberalization of trade in services under the EAC Common Market Protocol, including, among others:

  • Supporting the monitoring procedures for the elimination of restrictions in prioritised sectors by establishing a living database of limits and regularly updating it; establishing national and regional peer review systems and the availability of standardised statistics on trade in services;
  • Supporting regulatory reforms by developing sector-specific regional regulatory frameworks, roadmaps for reviewing domestic laws and regulations, capacity building for service sector regulators, and assisting with the implementation of the draft Regulations on the free movement of services and service suppliers.
  • Promote awareness and coordination by establishing public-private dialogue multi-stakeholder groups to facilitate advocacy, information sharing, and best practices, as well as conducting national stakeholder sensitisation efforts to raise awareness of service export prospects.

The EU-EAC CORE Programme will be implemented in two ways: a) through indirect management with the EAC Secretariat, through service procurement via an International Restricted Tender (IRT) procedure, and b) through Programme Estimates.

The East African Community Secretariat is looking for a highly motivated, results-oriented, and qualified professional from the Republic of Burundi, Democratic Republic of Congo, Republic of Kenya, Republic of Rwanda, Republic of South Sudan, Republic of Uganda, and the United Republic of Tanzania to fill the following position at the EAC Secretariat in Arusha, Tanzania.

1.0 MAIN PURPOSE OF THE JOB:

To support the project team regarding financial, compliance, payments and any other duties related to the CORE programme.

DUTIES AND RESPONSIBILITIES: –

  • Liaise with the Program Coordinator and EAC staff involved in the CORE program on the compilation of reports and budgets, as well as program projections and procurement plans, to guarantee timely execution and completion of the program component activities.
  • Issue travel and meeting requisitions for CORE program activities.
  • Prepare quarterly interim financial reports (IFRs) and annual financial reports for CORE Programme budget utilization (particularly program estimates) in collaboration with EAC Secretariat accountants.
  • Payment requests/invoices submitted by contractors to the Contracting Authority (EAC Secretariat) for the performance of CORE service contracts will be reviewed (in close consultation with the Programme Coordinator).
  • Regularly communicate with the European Union Delegation and CORE stakeholders about financial issues of the CORE programme.
  • Perform any other responsibilities relating to the CORE Programme as given by the Project Coordinator and Director Finance.

QUALIFICATIONS AND EXPERIENCE:

  • A Bachelor’s Degree in Accounting or a related discipline from a recognized university.
  • Must hold professional qualifications, such as CPA (K), CPA (U), CPA (T), ACCA, ICPAU, or equivalent.
  • 5 years of established expertise as a project accountant.
  • Proficiency with electronic accounting systems, such as SUN or any other system with comparable features.
  • Knowing the procurement procedures and processes of Multilateral Development Institutions, notably EU-funded projects and the EAC, is an added advantage.

SKILLS AND COMPETENCES:

  • Fluent in English. Knowledge of Kiswahili and French is desirable. Excellent verbal, writing, and presenting abilities.
  • Excellent organizational skills, the capacity to manage various tasks without sacrificing quality, and team building abilities.
  • Computer savvy with experience with Microsoft Outlook and Office applications such as Word, Excel, and PowerPoint.
  • Strong interpersonal and communication abilities; negotiation skills; and the ability to work together in a varied context.

TERMS AND CONDITIONS OF SERVICE

This is a non-established EU-EAC CORE Programme position supported by the European Union, with contract terms of three (3) years and a six-month probationary period.

Education Qualifications 

All applicants must have qualifications recognized by the applicable national accreditation authority in their Partner State. This condition is relevant to both locally and globally obtained qualifications.

All professions that need registration with specific professional bodies are expected to do so in accordance with the requirements of their respective Partner States.

Relevant Working Experience 

Internship, training and apprenticeship will not be considered as relevant work experience.
