Primary Job Role:

The Technical Officer – Key Population Vulnerability (KVP) is a key member of the central technical team. Their role involves offering technical support for HIV prevention services tailored to Key Population (KVP), as outlined in national health guidelines. Under the guidance of the Technical Advisor – Prevention & HTS, the Technical Officer ensures effective implementation of HIV prevention interventions in community and facility settings. Collaboration with Civil Society Organizations (CSOs) and other stakeholders is also part of the responsibilities, aiming to provide client-centered services aligned with national guidelines.

Specific Responsibilities:

  1. Ensure adherence to national and international standards in program implementation.
  2. Provide guidance and monitoring for interventions tailored to populations at increased risk of acquiring HIV in both community and facility settings.
  3. Contribute to planning and implementing strategies to enhance comprehensive HIV service delivery to targeted populations.
  4. Support timely implementation of major program activities, conduct site visits, and develop progress reports.
  5. Assist regional teams and partners in developing and implementing work plans for HIV prevention, ensuring achievement of annual targets.
  6. Contribute to the development of reports for donors and stakeholders, including monthly, quarterly, and annual reports.
  7. Document program success stories and lessons learned for dissemination.
  8. Conduct frequent supervision and monitoring visits to program sites and regions.
  9. Participate in national technical working group meetings related to the technical area.
  10. Collaborate with the Strategic Information (SI) team to translate data outcomes into program improvement strategies and provide data analysis support.

Qualifications, Knowledge, and Skills:

  • Education: Master’s degree or higher in Public Health, Epidemiology, Biostatistics, Social Work, or a related discipline.
  • Technical Experience: Minimum 3 years of experience in HIV prevention programs, including working with populations at increased risk of acquiring HIV and multisectoral stakeholders.
  • Communication Skills: Excellent written and verbal communication skills in English and Kiswahili.
  • Computer Skills: Proficiency in MS Excel, Access, Word, and PowerPoint; preferred proficiency in statistical software such as SAS and SPSS.
  • Ability to provide high-quality technical assistance to regional teams.
  • Ability to collaborate effectively with a diverse team and interact well with beneficiaries, healthcare workers, and volunteers.
  • Ability to work independently with minimal supervision.
