Tanzania Agricultural Development Bank Limited (TADB) is a government development finance institution operating under the Ministry of Finance and Planning. TADB is registered under the Companies Act. of 2002 and licensed under the provisions of the Banking and Financial Institutions Act No. 5 of 2006 and the Banking and Financial Institutions (Development Finance) Regulations, of 2012. The Bank operates as a Development Finance Institution in line with its Business License No. 002 issued by the Bank of Tanzania on 4th August 2015.

TADB was established to facilitate the attainment of two broad goals which are:

  • Contribute to the achievement of sustainable food self-sufficiency and food security.
  • Transformation of agriculture from subsistence to commercial in order to effectively and sustainably contribute to economic growth and poverty reduction. TADB is looking to fill in the below vacancies:

1.ZONAL MANAGER (1 Post)

  • WORKSTATION: NORTHERN ZONE (ARUSHA)
  • NATURE AND SCOPE:

Reporting to the Director of Credit and Business, the Zonal Manager is a senior-level position responsible for managing and supervising the bank’s operations within a specific geographic zone. The Zonal Manager is responsible for development and management of corporate relationships in the zone, day to day administrative services, ensuring that the bank’s activities align with its overall mission and objectives, and that they are conducted in a manner that is ethical, efficient, and effective.

KEY RESPONSIBILITIES:

  • Strategic Planning: Develop and implement strategic plans for the zone to achieve the bank’s objectives and increase its reach in the area.
  • Business Development: Develop and maintain relationships with key stakeholders, such as clients, government agencies, and other financial institutions, to identify potential investment opportunities and expand the bank’s portfolio in the zone.
  • Risk Management: Manage the bank’s risk exposure within the zone, including credit risk, market risk, operational risk, and reputational risk.
  • Financial Management: Manage the finances of the branches within the zone, including budgeting, financial reporting, and forecasting.

FUNCTIONAL/TECHNICAL COMPETENCIES:

  • Ability to identify and take advantage of new business opportunities.
  • Ability to identify and manage business risks.
  • Ability to interpret central bank policies on financial regulations and implement them within TADB’s strategic plan.
  • Ability to compare and contrast TADB products with competitors and actively exploit all sources of potential sales opportunities.
  • Ability to interpret financial statements.

QUALIFICATION, KNOWLEDGE, EXPERIENCE:

  • Master’s degree in business management/Administration, Agri-business, Finance, Economics,
  • Banking or related discipline.
  • At least 5 years working experience of which 2 must be in a senior/managerial position in related field.
  • Ability to analyze financial and economic data and interpret them.
  • Strong written and communication skills with ability to write reports in a concise and focused style.
  • Possession of leadership and people management skills, and a team player with strong interpersonal and organizational skills.

2.PRINCIPAL BUSINESS DEVELOPMENT OFFICER (2 Post)

  • WORK STATION: EASTERN ZONE (DAR ES SALAAM).
  • CENTRAL ZONE(DODOMA)
  • NATURE AND SCOPE:

Reporting to the Zonal Manager, the Principal Business Development Officer (PBDO) is a senior-level position responsible for managing the bank’s operations, strategy, and financial performance. The PBDO is responsible for ensuring that the bank’s business development activities align with its mission and objectives, manage corporate relationships within the zone, and conducted themselves in a manner that is ethical, efficient, and effective.

  • KEY RESPONSIBILITIES:
  • Business development: Build and maintain relationships with key stakeholders, such as clients, government agencies, and other financial institutions, to identify potential investment opportunities and expand the bank’s portfolio.
  • Identifying new business opportunities and expanding the bank s reach.
  • Project management: Oversee the bank’s project management activities, including the development of project plans, timelines, and financials, and ensure that projects are executed and completed on time, within allocated resources and approvals, and to the required quality standards.

FUNCTIONAL/TECHNICAL COMPETENCIES:

  • Ability to identify business areas where the bank can be more effective and propose plans to implement these changes.
  • Analytical Skills: Experience in interpreting financial information/statements.
  • Ability to evaluate credit application proposals.
  • Industry knowledge: Candid knowledge of products in the industry and the business opportunities.
  • Sales Skills.

QUALIFICATION, KNOWLEDGE, EXPERIENCE:

  • Master’s degree/postgraduate qualification in Economics, Business Administration, Agricultural Economics, Finance, Accounts, Banking, or related discipline.
  • Minimum of 3 years’ experience in business development and/or relationship banking at a Senior Officer level.
  • Computer literate.

3.BUSINESS DEVELOPMENT OFFICER (3 post)

  • WORKSTATION: NORTHERN ZONE (ARUSHA), LAKE ZONE (MWANZA),
  • EASTERN ZONE (DAR ES SALAAM)
  • NATURE AND SCOPE:

Reporting to the Zonal Manager, he/she is responsible for identifying, developing, and managing new business relationships for the bank within the zone.

KEY RESPONSIBILITIES:

  • Prospecting for new business: BDOs are responsible for identifying and pursuing new business opportunities for the bank, including both individual, cooperatives and corporate customers. This involves conducting market research, identifying potential customers, and developing a sales strategy.
  • Building Relationships: BDOs are responsible for building strong relationships with new and existing customers, as well as other stakeholders such as industry associations, related ministries, and other organizations. This involves networking, attending events, and developing rapport with key decision-makers.
  • Cross-Selling Bank Products and Services: BDOs must be knowledgeable about the bank’s products and services, and be able to identify opportunities to cross-sell them to existing and potential customers.

4.PRINCIPAL CREDIT APPRAISAL OFFICER

  • WORKSTATION: HQ (DAR ES SALAAM) 
  • NATURE AND SCOPE:

The job holder reports to the Credit Appraisal Manager. He/She is responsible in conjunction with the Credit Appraisal Manager in appraising projects and maintaining client relationships.

KEY RESPONSIBILITIES:

  • To provide direct (specialist/ professional) credit assessment and evaluation to whether the credit proposal meets criteria and counter-party credit risk falls within acceptable parameters, and independently recommend appropriate credit proposals, including; terms or conditions where necessary to ring-fence the facilities and related cash flows towards repayment of the facilities to the bank.
  • To provide expert input for all papers (for tabling at the Credit Committee/Board Business Committees) to the Credit Appraisal Manager and Director of Credit and Business, and ensuring ample time for their review.
  • To identify, quantify and evaluate sources of risks and (where possible) provide mitigation.
  • To interrogate information obtained to gain a thorough understanding of business parameters, which create profit/ value as well as the associated risks.
  • Be able to defend your own judgment in a manner that does not negatively affect the business relationship.
  • To build a smooth working relationship with Zone officers to improve the quality of business proposals and turnaround times on credit evaluation.
  • To detect and evaluate shifts or changes in key risk parameters in a business relationship or industry and evaluate the implications of such changes on continued business dealings.
  • Take and or recommend remedial /appropriate actions for deteriorating exposure identified during the credit review process

5.DRIVER (3 Post)

  • WORK STATION: NORTHERN ZONE (ARUSHA), ZANZIBAR ZONE, HQ (DAR ES SALAAM)
  • NATURE AND SCOPE:
  • The job holder reports to the Head of Human Resource and Administration.

KEY RESPONSIBILITIES:

  • Drive the bank’s vehicles as assigned.
  • Maintain vehicles in good order.
  • Dispatch official correspondences.
  • Maintain good working relationships with colleagues in other departments and units as well as external stakeholders.
  • Undertake any other duties as assigned by the supervisor.
