CRS in Tanzania works in very close collaboration with the catholic Churches and implements programs through both Churches and secular local partners. CRS has been helping poor, vulnerable families improve their lives through orphans and vulnerable children, agriculture, health, microfinance and WASH programming in Tanzania since 1962. 

1.Technical Advisor I – Pediatric and adolescent HIV/AIDS – 2 Position 

Comprehensive Child-Centered Care and Services (C4S) is an above-site technical assistance project funded by PEPFAR through USAID to Improve the health status of pregnant and breastfeeding women, HIV-exposed infants, children, and adolescents living with HIV in Tanzania through increased access to quality comprehensive child-centered healthcare and support. 

Job Responsibilities:

  1. Support the Project manager – facility to coordinate project engagement with the Ministry of Health, (MOH) with its departments ensuring a highly coordinated, effective, engaged, strong partnership and relationship.
  2. Provide technical support and guidance on addressing barriers to pediatric and adolescent HIV Prevention, Care and Treatment.
  3. Provide in-country oversight together with the global HQ team, in the implementation of research studies addressing different priority areas including Evaluation of Demand, Feasibility and Impact Linked to Index Testing Services in Tanzania
  4. Support the development and contribute to the implementation of project-level strategies, standards, tools in coordination and with the effective engagement of the NACP and MOH.
  5. Lead review and validation of technical documents, training materials and policy briefs to meet national and U.S. government guidelines, as well as international standards

2.Technical Advisor I – Collaboration Learning Adaptation

  • Implement effective learning activities, scope and implement appropriate and effective knowledge capture and sharing activities.
  • Document and publish reports, highlight success stories to communicate program impact/overall results.
  • Strategically disseminate findings, knowledge and guidance through various avenues, including but not limited to communities of practice, virtual or on-site workshops, conferences, and webinars, at global, regional or country-specific levels.
  • Lead and support learning events, conduct research, produce resources and guidance, and facilitate ongoing content development and engagement.
  • Design and develop web-based tools or applications that allow stakeholders to explore data and evidence relevant to USAID/USG and PEPFAR programming.
  • Systematic, standard-format analyses and documentation of characteristics, costs, and outcomes associated with USAID-supported programs.
  • Document and share learning – ensure requirements, lessons learned, and best practices for products, events, and other knowledge management activities are clear and documented.
  • Support routine communication with USAID missions and other stakeholders on activity, evaluation, cost, and other reporting requirements and guidelines.
  • Think outside the box – identify and share more creative, efficient, and effective ways to engage audiences and facilitate sharing and collaboration.
  • Serve as project technical lead on all matters related to knowledge management.
  • Be responsible for work planning and reporting.
  • Manage and oversee Knowledge Management support staff and short-term technical assistance.

Qualifications:

  • Minimum 5+ years of professional experience in international development, adult learning, capacity building, and/or Learning Advisory-related roles.
  • Multifaceted facilitation skills, including with multicultural audiences, particularly related to programmatic and organizational learning.
  • Experience designing learning agendas and learning questions and strategic approaches to answer them for continuous improvement.
  • Experience working with partners at different levels, virtually, and across different time zones.
  • Excellent partner management track record. Experience supporting organizational development/change processes will be considered a significant advantage.
  • Strong analytical skills to support both qualitative and quantitative research.
  • Understanding of and experience with Collaborating, Learning, and Adapting approaches.
  • Strong management, coordination, teamwork, and planning skills and demonstrated ability to work well with multiple in-country counterparts.
  • Excellent oral/written communication skills in English.

3.Technical Advisor I- Health System Strengthening Advisor 

  1. Support the Project manager – facility to coordinate project engagement with the Ministry of Health, (MOH) with its departments ensuring a highly coordinated, effective, engaged, strong partnership and relationship.
  2. Provide technical oversight of integrated health systems strengthening programming and technical assistance activities.
  3. Lead health systems assessment, identify gaps and develop tailored course correction strategies
  4. Design and lead activities related to differentiated service delivery systems, including client-centered and community-led/ community-based interventions, provide prevention and treatment services to people at risk for or living with HIV.
  5. Foster collaborations with county governments to ensure transition to sustainable high quality HIV service delivery.
  6. Support development, implementation, and monitoring of a comprehensive sustainable transition plan.

Qualifications:

  • Masters in public health, global health, Health system, Health care administration or any other related discipline.
  • Minimum five (5) years of progressively responsible, professional-level experience on system strengthening for HIV service provision.
  • Experience with quality-of-care assessments for HIV Prevention, Care and Treatment services and programs.
  • Experience with U.S. Government-funded programmes preferred.
  • Willingness to travel, In-country experience in Tanzania, highly preferred
